What AI training the fund will reimburse, what it will not, how much you can get back, and how to make sure your team learns something it keeps using.

Can the Massachusetts Workforce Training Fund pay for AI training?

Short answer

Yes. Instructor-led AI training in a course registered with Commonwealth Corporation is reimbursed like any other eligible course: up to 100% for employers with 100 or fewer Massachusetts employees, within the $3,000 per course and $15,000 per year limits. The AI software itself is not covered.

The Workforce Training Fund was created to help Massachusetts employers keep their people's skills current and their businesses competitive. Few skills fit that purpose better right now than knowing how to put AI to work. The fund does not have a separate AI program. AI courses go through the same Express Program as leadership, sales or marketing training, under the same rules.

That is good news for small businesses. You do not need a technical team, a special application or a large budget. You need an eligible W-2 employee, a registered course, and three weeks between applying and the first class.

What AI training qualifies for the Workforce Training Fund?

Short answer

Training qualifies; tools do not. An instructor-led course that teaches your employees to use AI in their work can be reimbursed. Subscriptions, licenses, certification exams and consultants who set AI up for you cannot.

Can be reimbursed

  • Instructor-led AI courses registered for Express funding
  • Group or cohort training for your W-2 employees
  • Training held during paid working hours
  • Courses that teach AI applied to real business work: marketing, sales, planning, operations

Cannot be reimbursed

  • ChatGPT, Claude, Copilot or other AI subscriptions and licenses
  • Temporary account access to software or platforms
  • Certification exams, assessments and materials
  • Consulting or coaching that sets AI up for you rather than teaching your team

The line Commonwealth Corporation draws is between learning and buying. It excludes "temporary account access" and any expense not directly related to delivering training, so the tools your team uses are always your cost. The course that teaches them to use those tools well is what the fund pays for.

Consulting is not training. An AI consultant who builds automations or agents for your business, or an executive coach who meets you one on one, is not reimbursable: the fund excludes training that is 100% consulting or coaching. The work has to build your employees' own skills.

How much AI training can be reimbursed?

Short answer

Up to $3,000 per employee per course, up to $300 per instructional hour, and up to $15,000 per company each calendar year across all your Express training. A 10-hour AI course at $3,000 can be reimbursed in full.

The per-hour cap is the one to watch with AI training. Much of what is sold as AI training for businesses is short: a half-day workshop or a two-hour session priced like a conference ticket. Those formats often run well above $300 an hour, and the state will only cover up to the cap.

Built on the caps, so the full cost is reimbursed, however many of your team attend.

Hours matter for another reason: skill. A team that has ten hours to learn, practise and apply AI to its own work leaves with habits. A team that watches a two-hour demo usually leaves with a list of tools it never opens again.

Why is AI training a smart use of the fund for a small business?

Short answer

Because the barrier to AI in a small business is rarely the software, which is cheap. It is knowing how to apply it to your own marketing, sales and planning. That know-how is exactly what the fund pays for, and it compounds long after the course ends.

Most small businesses have already tried AI. Someone on the team uses ChatGPT to draft an email, or the owner has asked it for a marketing idea. What they have not done is make it part of how the business runs. The gap is not access. It is a shared method: how to ask for what you need, how to check what comes back, and where AI saves real hours rather than adding another tool to manage.

Training closes that gap for the whole team at once. When everyone learns the same approach to prompting, the same privacy settings and the same workflows, AI stops being one enthusiast's side project and becomes a capability the business owns.

  • It is fully fundable. For a company with 100 or fewer employees, a well-built AI course costs nothing net of reimbursement.
  • It touches every function. The same skills apply to marketing content, sales follow-up, planning, hiring and customer service.
  • It pays back quickly. A team that saves a few hours a week on writing, research and reporting recovers the time spent in training within weeks.

A working model of the jobs AI does well, from generating ideas and analysing documents to drafting content, giving feedback and doing work on your behalf, and how to match the right tool to each job.

That last point is the test to apply to any AI course. If the exercises are generic, the learning stays generic. If the course works on your own business, your team leaves with better plans and a method they will keep using.

It is practical AI to grow your marketing, sales and operations, without an engineering team. And because it comes after the four modules on strategy, team, marketing and lead generation, your team is not learning AI in the abstract. They are using it on the plans they have already built.

The eight sections of AI for Growth

  1. Artificial intelligence, introduced. Where the technology stands for small organizations, the five jobs AI does for a business, and choosing the right tool for each.
  2. The rise of AI agents. What agents are, how they differ from chatbots, and where they already earn their keep in marketing and sales.
  3. The power of the prompt. Six basic building blocks and six advanced techniques for reliable, specific output.
  4. Strengthen your buyer personas. Using AI to deepen and pressure-test the personas your marketing is written for.
  5. Build your strategic plan. A 45-minute working session feeding your USP, values, vision, personas and competitive analysis into AI to sharpen your one-year plan.
  6. Build your marketing plan. A second 45-minute session turning the strategic plan into the marketing plan that delivers it.
  7. Website, SEO and content. Creative briefs, keyword research, title tags and a six-month content calendar, built with AI.
  8. Additional AI tools to know. A working map of tools for CRM, outreach, research, knowledge and video, and how to pick the two or three that fit your bottlenecks.
What your team leaves with. A sharper one-year strategic plan and marketing plan, stronger buyer personas, a content calendar, a prompting method the whole team shares, and one AI workflow with a clear owner and a measurable outcome.

How do you get AI training funded, step by step?

Short answer

Confirm you have at least one eligible W-2 employee, gather your two state certificates, and submit the Express application at least 21 days before training starts. After the course, submit for reimbursement within 30 days.

100 or fewer Massachusetts W-2 employees, a physical Massachusetts location, and at least one W-2 employee to attend. Owners count only if they are on W-2 payroll.

A Certificate of Good Standing from the Department of Revenue, a Certificate of Compliance from the Department of Unemployment Assistance, and a W-9.

AI training and the fund: your questions, answered

Does the Workforce Training Fund pay for ChatGPT, Claude or Copilot licenses?

No. Commonwealth Corporation excludes software, subscriptions and temporary account access. The fund pays for the training that teaches your employees to use AI tools, not for the tools themselves.

Can a very small business get AI training reimbursed?

Yes. Any Massachusetts employer with 100 or fewer W-2 employees can use the Express Program, and on a flat-rate course one eligible W-2 employee attending is enough to secure the full reimbursement.

Is AI consulting or implementation covered?

No. The fund excludes training that is 100% consulting or coaching. A consultant who builds AI systems for you is not reimbursable. A course that teaches your team to use AI is.

Are AI certification exams covered?

No. Certifications, exams, assessments and materials are excluded. Only the instructor-led training itself is reimbursed.

How much AI training can my company get reimbursed in a year?

Up to $15,000 per company per calendar year, shared across all Express courses, with a limit of $3,000 per employee per course and $300 per instructional hour.

Why are short AI workshops only partly reimbursed?

Because of the $300 per instructional hour cap. A four-hour workshop can be reimbursed up to $1,200, however much it costs. A 10-hour course priced at $3,000 can be reimbursed in full.

Does my team need technical skills to take AI training?

No. AI for Growth is built for business owners and their teams, not engineers. It starts with the fundamentals and focuses on applying AI to strategy, marketing, sales and content.

Which AI tools does AI for Growth cover?

The major assistants, including ChatGPT, Claude and Gemini, agent tools such as Claude Cowork, and a wider map of tools for CRM, outreach, research and content. The emphasis is on choosing the right tool for each task rather than on any one product.
